About the Author

Michael Fry is Professor and former Director of the School of International Relations, University of Southern California.

John Kirton is Associate Professor of Political Science and Research Associate at the Centre for International Studies, University of Toronto.

Mitsuru Kurosawa is Professor of International Law and International Relations, Osaka School of International Public Policy, Faculty of Law, Osaka University.
