Burke is arguing that our ancestors were wise to colonize the world and to give the natives back their land would be utter madness! Dickens obviously disagrees. 

It may seem a little geeky, but these are phrases Dickens expected his audience to understand and knowing what they mean can add a whole new element to the story.
