about

Excerpt from Azardous and Toxic Waste Disposal, Field Hearings, Vol. 2: Joint Hearings Before the Subcommittees on Environmental Pollution and Resource Protection of the Committee on Environment and Public Works, United States Senate, Ninety-Sixth Congress, First Session

Clearly, the states cannot afford to assume all of the costs associated with the management of hazardous wastes. The Federal government must share in the task.

First, I encourage and support the establishment of a comprehensive liability and compensation act, or, superfund which would make money available on an emer genoy basis for hazardous waste 8 ills. In that way, those responsible for the wastes will help pay to clean them up. Tates could also consider a fee system as a means of financing their waste programs.

Second, Federal regulations for abandoned sites need to be established, and states with programs meeting those standards should be entitled to Federal aid. Without uniform guidelines states with strict guidelines run the risk of turning away indus tries which will seek to locate in states with less stringent laws.
