Budge was born in Halifax and was educated at Dalhousie University and the University of Toronto. She went on to become a columnist on child care for the Globe and Mail, a book illustrator and a fitness instructor. After 33 years in Ontario, Budge moved back to Nova Scotia to live by the sea on the South Shore.
