By Act of lyth March, 1865, the council are authorized to appoint a town clerk and high constable, whenever these offices become vacant.

Under the Act dividing the borough into East and West wards, two of the Assistants were elected in each of the wards. When the borough was divided into five wards, under the provisions of the Act of 1874 and its supplements, the title of the Second Burgess was changed to Assistant Burgess, and the four Assistants as provided for in this section ceased to exist.
