GENERAL AND PRIMARY--RULES GOVERNING--CONTESTS--GENERAL ELECTION--TIME OF HOLDING ELECTIVE OFFICERS. TERM OF OFFICE. Section" 1. There shall be elected at the regular municipal biennial election, held on the first Monday in April, 1909, and thereafter on the first Monday in April of each alternate year, a Mayor and four Councilmen. Said officers shall be nominated and elected at large, as hereinafter provided, and shall hold their respective offices for a term of two years unless removed as hereinafter provided, and until their respective successors are elected and qualified. PRIMARY ELECTION--NON-PARTISAN--OFFICIAL BALLOTS. Sec. 2. All candidates to be voted for at the general municipal election for Mayor and Councilmen shall be selected by a nonpartisan primary election, and no other names shall be placed upon the ballot in the general municipal election except those elected at the primary election. PRIMARY ELECTION--TIME AND PLACE OF HOLDING--JUDGES--STATEMENT AND PETITION OF CANDIDATE--OFFICIAL BAL-LOT--COUNT AND CANVASS. Sec. 3. A primary election for the nomination of Mayor and Councilmen shall be held on the second Monday preceding the general municipal election. The judges of election appointed for the general municipal election shall be the judges of the primary election, and it shall be held at the same place, so far as possible, and the polls shall be opened and closed at the same hours, with the same clerks as are required for said general municipal election.
