In the middle of February, in consequence of the serious complications which were brought about in Western Europe by the continuance of the war between Spain and Morocco, I received orders to proceed with all despatch to the Straits of Gibraltar, and on the 18th of the month I finally quitted Corfu. During the three months and a half which I had passed in the roadstead, I was the guest of Sir Henry Storks, the Lord High Commissioner, and our relations with each other, both public and private, were uniformly friendly. With a form of Government theoretically unexceptionable, but practically unworkable, and with a mixed people, under any conditions most difficult to rule, His Excellency had succeeded in gaining the esteem and affection both of the city and rural population, and it is to be hoped he may eventually bring within reasonable bounds the revolu1860.
