CHAPTER V CAN THE ETHIOPIAN CHANGE HIS SKIN J A BIOLOGICAL ARGUMENT The final issue of the conflict arising from the clash of Western Individualism with Kafir Socialism obviously depends in a large measure on the capacity of the natives to rise in the scale of civilisation--in metaphorical language, on the ability of the Ethiopian to change his skin. Our native policy will, naturally, be affected by our ideas on this subject; for if we are convinced that the Kafirs are doomed either to extinction or to permanent degradation, we shall adopt one type of policy: if we think they will increase in numbers, and also in intelligence and culture, we shall adopt another. The question is therefore intensely practical; and a mistake in presuppositions will be fatal. Of all answer-begging questions, the words at the head of this chapter would be difficult to surpass. To ask the question is a picturesque method of stifling all discussion by an appeal to the gallery. Like jesting Pilate, the man who asks the question stays not for an answer. The words ask three very different questions: First, Can the Ethiopian become a European? Secondly, Can the individual Ethiopian rise immensely higher than the average of his race succeeds in doing to-day? Thirdly, Can the race evolve to something vastly different from what it is at present? We shall have to take these three questions in order. But before we do so, we need to ask a preliminary question, Will the Backward race survive in contact with the Forward one? This question is most important, for many races have died out when brought into contact with European civilisation; and unless it seems probable that the Kafirs will survive, it is not much use to discuss the question of their capacity to change and develop.
