In RALPH VS RACHEL: A Tale of Two Premiers, Mark Milke, Ph.D. dives into the history of both colourful and controversial premiers. Albertans elected two very different governments and two starkly unique premiers in the past 25 years. The first was Ralph Klein, a high school dropout who became a journalist, then mayor of Calgary and then after 1992 served as Alberta’s premier for fourteen years. Klein, who cut government spending and saw his popularity soar, was a hard-drinking, reforming politician far more comfortable with blue-collar Albertans than bluebloods. Klein’s government would eliminate Alberta’s debt, cut taxes and make the province a magnet for money, six-figure jobs and migration from the rest of Canada. The popular premier never lost an election. He was loved by average Albertans who called him not Mr. Premier but “Ralph”.

Another premier, Rachel Notley, a labour lawyer whose father had led the NDP in Alberta decades previous, defied expectations and in 2015 broke up the 44-year Conservative government dynasty. Notley won an overwhelming majority and Alberta’s first NDP government soon wrenched the province in a radically new direction. The Notley government offered up higher taxes, green-friendly policy and activist government. She has also staunchly defended Alberta’s oil and gas sector from attacks on it by former NDP friends in British Columbia and in the federal wing of her own party. From battles in the 1990s to the beliefs that animated policies and politics of both today, Milke describes their similarities—both are populists—and their divergent paths.
