CHAPTER VI MODEL INDUSTRIAL COLONIES For some years a movement in favour of municipal action on the workmen's dwelling question has been spreading in Switzerland, and municipal enterprise in this direction has been emulated by the larger employers of labour. It cannot be said, however, that the housing of the working classes has generally attained to the importance of a problem in Switzerland. It is true that in growing towns like Berne, Basle, and Zurich the rents paid by working-men are frequently very disproportionate to the wages received, and also to the accommodation purchased. For example, an inquiry instituted in the first of these towns a few years ago established the fact that 3450 persons were living in tenements consisting of one room and a kitchen; the dwellings of 1830 persons consisted of a single apartment; while 32,000 persons, or over half the total number affected by the inquiry, lived in dwellings of but three rooms, the average size of which was lamentably inadequate from the hygienic and the moral standpoint equally. Zurich, too, suffers from similar evils. There the rents of small dwellings have become very exorbitant of late years, insomuch that it often happens that working-men have to pay half their earnings, and even more, in rent. Nevertheless the number of large towns is small in Switzerland, and even in these the strain upon meagre purses is relaxed directly a rackrented tenant removes to the suburbs, which on account of the comparative nearness of his work is seldom difficult. Then, again, the house-industrial system still employs a large portion of the manual-working class, and this system is in the main located in the country or in towns of small size.
