The plan was to establish eventually one government normal school in every department and district, but for the time being one in each prefecture and provincial capital was opened. Like the normal school for men, no tuition was charged. Graduates of girls' higher primary schools and those who had been in higher primary school for two years were admitted. The latter must, however, first enter the preparatory course for one year before taking the regular course. The curriculum consisted of four years of forty-five weeks each, with thirty-four hours of class work per week. The subjects taught were as follows: ethics, education, Chinese language, geography, history, mathematics, music, and physical culture. Where circumstances demanded, a prepar atory course was added to the regular normal course, the subjects studied there being similar to those of the last two years of the girls' higher primary schools. Industrial Education In 1910, owing to the scarcity of schools giving industrial education, the alleged reason being that there were not enough industrial teachers in the country, a new system was adopted which provided for the establishment of industrial teachers' training schools of an elementary type, corresponding to the standard of the lower normal schools. Such institutions were to be established in both the higher and the lower industrial schools in the form of short courses. In the following year, finding that the number of teachers' training departments in industrial schools was very small, owing to financial difficulties, the Ministry of Education took further action, permitting industrial schools to offer a normal course consisting of the regular industrial course with the addition of principles and methods of...
