When the muck-rakers of the North began, with the close of the last century, to pry open the eyes of the people to all A Period of kinds of sociological conditions, Much Public public attention became focused Examination upon these things; and, in every section, the Nation began to examine itself. But the South, having no cities comparable to those of the North and possessing, in comparison with the North and the East, a relatively small industrial population, did not become aroused to any great extent over the results of its self-inspection. Considerable attention did, however, become fastened upon the living and working conditions of the Southern cotton mill operative. With the rapid increase of this element of our population, interest in the condition of the textile operative steadily deepened. And owing to the agitation carried on by certain hasty reformers, aspiring politicians, paid agents of the National Child Labor Committee, and the press, the South has in recent years become considerably exercised over the matter. The result has been, in the several States, legislation reducing the manufacturer's working hours and raising the age limit of employment. To the public mind, these laws are legislative victories over the lobbying efforts of the manufacturer. It is true Movements that the manufacturer was in Of the the capital of his State when Mill Owners measures affecting him and his employes came up for consideration. But he had a right to be there; even more, it was his duty to be there. For whether conscious of the fact or not, the public needed him there with his knowledge and experience to aid its representatives and to forestall any untoward legislation.
