No work on politics, of the slightest scientific value, written by an American citizen, has ever, so far as our knowledge extends, issued from the American press. This all but universal neglect of politics as a science, is deeply to be lamented, and at first view is truly astonishing; but we are so engrossed with questions of practice, that it is rare that we ever dream of recurring to first principles.
