In the year 1830 the expediency of abolishing the punishment of death for forgery was agitated in parliament. Petitions from 214 cities and towns were presented, praying for the abolition. Amongst the petitioners there were 1000 bankers: the petitions stated, "That the petitioners, as bankers, are deeply interested in the protection of property from forgery, and in the conviction and punishment of persons guilty of that crime; that the petitioners find by experience, that the infliction of death, or even the possibility of the infliction of death, prevents the prosecution, conviction, and punishment of the criminal, and thus endangers the property which it is intended to protect; that the petitioners, therefore, earnestly pray that the House will not withhold from them that protection of their property which they would derive from a more lenient law." A petition from Edinburgh was also presented, igned by 697 petitioners: amongst whom were the following signatures: DIVINES. Andrew Thomson, D.D. Minister of St. George's.
