Soares was a top UN official and former high-ranking civil servant in Nigeria. As professor of public administration, he taught at leading universities, and published highly regarded books and peer-reviewed articles on governance and public sector management. He holds B A (Hons) Admin, M A Econ, and doctorate degrees, awarded by Ahmadu Bello, Manchester and Leeds Universities, respectively.
