The world and its people are evolving, but is democracy?
Citizens of today’s modern democracies often spend 12 years in public schools followed by 2 to 12 years in colleges and universities, attaining a level of education that far exceeds that of the graduates of earlier times. When the present ballot system was implemented, most people could not read or write and the majority of those deemed educated often left school by the 4th grade. Yet the democracy of that bygone era respected those citizens, and knew that for democracy to work, those illiterate citizens still deserved a tool which would enable them to exercise (in secret) their right to select government representatives: enter the Illiterate X Ballot.
